Criteria, and what is deliberately left out
In: an Active status in the Arizona ROC registry on the date shown, a fencing class (CR-14, R-14, C-14) or a general dual-scope class that covers fencing (KB-2), and a Flagstaff or Northern-Arizona base confirmed from the ROC record or the company's own site.
Out, on purpose: star ratings and review counts (they belong to the platforms that collected them, and they go stale); price claims about any specific company; and any ranking by quality. Nobody pays to be on this list. The one thing this site can verify without hiring anyone is the license — so that is the one thing it states.
Re-check cadence: before any request is passed along, and at least annually. If a company here has let a license lapse, say so and it comes off the list.

Search by company NAME, not city
The ROC database has been seen with misspelled mailing cities (a Flagstaff company filed as "Flagstsaff"), so a city filter can miss a real, active license. Name search does not.

Check the status and the class
Status should read Active. For fencing, the class should be CR-14, R-14, or C-14 — or a general dual-scope class such as KB-2, which also covers fence work. A plumbing or roofing class does not.

Match the license number on the quote
The ROC number on the written quote should match the record. A quote with no ROC number on it is the first thing to ask about.

Confirm the dollar threshold applies
Any fence job at or above $1,000 in labor and materials requires an active license. Below that, unlicensed work is legal only if no permit is required and the advertising says "not a licensed contractor" — and Flagstaff requires a permit for every fence inside city limits.
